Maybe especially problematic tests could be disabled, but coverage would still
need to be fairly decent.
Also, put a hard limit of, say, 20 seconds per test. You could argue that even
that is too generous. But if someone is going to run tests on an especially
slow box, they should be able to raise that as needed.
