I'm sure he'll speak up if it was some magic wisdom we're not aware of ;) This 
said, this makes whoever reads the code stop and waste his time on thinking 
wtf. this is. I think the idea was to have a random number fit in a constant 
number of digits; effectively the same thing (even shorter but with hex digits) 
can be achieved by doing:
