Already, perm gen size can vary by jvm, OS, version, etc. This is not a clean
battle. And your argument is super general.
If you want a real test for monitoring perm gen usage, make one, but it's silly
to count on variable ceilings in the wild to be high enough to avoid that kind
of 'bug'
