Chris, I totally get where you are coming from and it's quite reasonable to point out that Apache projects shouldn't have gatekeepers with regard to merging PRs.
I certainly agree it'd be great if more PMC members actively participated in merging PRs. But from my perspective, there is no purposeful gatekeeping going on in the project. You raise a fair question, "Are any of these contributors considered committer-material?" but it did make me chuckle. Not that StackOverflow developer community rankings are the end all be all, but personally, I rank in the top 1 percent, and I feel like there are other PMC members who are much more astute developers than I am. So, I don't think competence is an issue. The challenge, as I see it, is primarily about time availability among PMC members. Most of us are balancing demanding day jobs with our passion for LuceneNET. We're committed to the project and find great value in it, both personally and professionally, but finding additional time can be challenging. We're open to suggestions that might us find creative solutions to enhance our collaboration and efficiency. If you or anyone else in the community has ideas or strategies to encourage more active participation, we're more than open to them. I hope this perspective sheds some light on our current situation. We all strive to do our best, balancing our commitment to LuceneNET with other responsibilities. If you go back a few more months, you will note that some PRs were submitted and merged by Apache committers.
