Review Comment:
   I'll give it a try with windows-latest. On other projects, I've noticed a 
remarkable speed improvement in ADO builds if you use ubuntu-latest over 
windows... on the order of 2x faster in some cases. We could try that as well, 
if it's possible to do so.
