Pre-reserving the IDs on main sounds like it should work, provided there is documentation for the procedure (both how to submit and accept PRs). The submission part could just be put into the template, but for PMC who only touch this repo only occasionally, there should be a document for the exact steps on how to approve an issue, assign IDs, and accept a PR.
