Converted utils/ to Hadoop-0.20.0 but some unit tests are still broken so I'm
not committing this until I sort out why. Seems they are using EasyMock for
Reporter and OutputCollecter classes. Will figure out how to port that test
code too but wanted to post some progress after a week or so off.
