"Later" is probably a better label, yes. I don't think anyone objects to
implementing this.
I do think it's worth reflecting reality in JIRA -- if nobody has touched it in
17 months, it's not only not planned for 0.5 but not something that,
apparently, anyone plans to implement at all.
This makes JIRA a more reliable reference for newcomers about what is
realistically on anybody's radar to work on. (All issues can always be
searched, should anyone wonder if anyone thought about ARFF.) I also think
closing issues after a large degree of inactivity calls attention to the
problem of issue rot (not really this one -- it's just an improvement with no
patch) and whether we shouldn't pay more attention to bugs and issues with
patches ready. It risks discouraging contributors and future committers; this
sort of exercise is the "messenger" of this situation.
