This is an expository cut at a Sampler library. Intended for review, not
finished.
The Stability program attempts to measure the quality of the sampling algorithm
by measure the standard deviation of various averages of the sampled output.
Accd. to this, Bernoulli and Reservoir are neck & neck. This does not seem
right.
