Really, this seems more like a Hadoop library than a Mahout one. Subsampling is
not a machine-learning-specific problem. The other Hadoop users just don't know
this yet :)
Actually I would ditch this project. I got interested in the topic, but you're
right about nice code that nobody uses. One point of samplers is to save time,
so adding function calls is silly. So just mark this nofix.
