First of all Welcome.

You might want to start by looking at our "how to contribute" page:

<https://cwiki.apache.org/confluence/display/MAHOUT/How+To+Contribute>

There's also a few suggestions in

I think best for you could be to start with documentation (both on the wiki
and in the code) and writing a few tests where coverage is still lacking. Then
start looking into the collaborative filtering implemenations in Mahout if that
is the area you are most interested in.
