That means your SharePoint is not installed so as to include the Lists,
Permissions, or Webs services.
Have a look at the URL you are using as the base URL, and append _vti_bin using
a browser. You should see a pile of .asmx files. If you do not, you either do
not have the right URL, or you have an installation of SharePoint where the web
services have been disabled.
