Don't know about jenkins, but buildbot already has svn commit access.
Maybe you can make it a buildbot job?

I don't know what the jenkins user is, but given this, somebody may actually
have thought of this, and the commit script might just work. I suggest you
give it a try and see what happens.
As for the suggestion to use buildbot, we can look into that if Jenkins doesn't
seem to hack it for us. Migrating to a build_cms.sh script is also a
possibility; I'm sure we'd get mind-share from infra if this was the approach
we chose to go.
