Turns out that SPContext.Current.Web returns the root site ALWAYS on this 
system.  So there is clearly a very serious configuration error on Amazon 
instances; I can't believe anyone can actually use the system the way it is.  
Have tried to find a reason in IIS configuration but no luck.  Only hope is to 
ask someone who's done it before.
