I agree with your idea of moving the folder up in the hierarchy.
About the only other reasonable (and not insane) policy would be to change
specifications for crawling from paths to rules, like the SharePoint connector
does. This is, however, a rather large undertaking, which yields a much more
complicated UI, so I'd prefer not to do it except for a very good reason.
