noteJobComplete() will be called in any scenario where the job stops, whether 
it is aborted or finishes.  So that is the right *time* to send an alert.  The 
question is, how would you want to structure such an alert?  It wouldn't be too 
hard to provide general job-level email notification (given that you would 
provide various email parameters), but the question would be whether a more 
general treatment would be necessary, e.g. a "notification connector".
