It was meant as an illustration of the point I was making, not as an
attack. The point I was making is that we can't use the procedure you
suggested for every little thing we want to do. A bureocratic process
might be acceptable for major change in policy, but not for a little task
that should be doable in a couple of days. For those, a "just do it"
policty would be better.
