For example: release early, and release often. Are you working on a flyer? 
show us the draft. Put it in a place people can get it and submit edits. 
Setup some simple system for people to submit an edited copy.

Indeed. Another aspect of this is just communicating with the community. 
How is the community going to know you're working on specs if you don't 
tell them, and tell them often? I didn't know anyone was working on 
product specs. Or that it was an important issue. It's not enough to just 
put a list of to-dos on the web. One should be intentional and active 
about seeking help. And also demonstrate that contributions are welcome 
and appreciated. If these things don't happen, then of course you won't 
get any volunteers. What would you expect?

Another good point. Even if you're working very hard on something. If you 
don't communicate, then it looks like you're doing nothing.

In my experience that is correct. When I work on something, and I try to 
engage the community about it, I always get responses from people who want 
to join in.
