The wiki is maintained by Sun.
In any event, this just means that the community only has minimal control of the website. We can't, for example, decide to use PHP, or an SQL backend, or upgrade the lists to Mailman, or use a CMS, or stop using CVS for maintaining the website. These are decisions that the community should be able to make but can't.
The community indeed has minimal control over the website. It is managed by CollabNet and Sun contracts CollabNet to do that. There was recent discussion in the CC about the infrastructure. For now, the council seemed satisfied with the changes made by CollabNet to improve the site functioning.
But can I ask what exactly we are talking about here? I'd really rather focus attention on things that need to be done....
