Any CMS will do searches. I've used Plone in the past. I'd be interested to try Drupal and take it for a spin.

Can it be set up so that searchable (and browsable) keywords can be applied to individual pages within that site?

When a site gets big or covers the same specialized topic fulltext searching quickly becomes useless. Other fields to conside would be title and date.

Swish-e can fielded searches, so can other software.
