I think that government that promote Citizenship (The UK government
does) need to be made aware that a good citizen contributes to as well
as takes from the community. If Government agencies do use OOo, they
have a moral obligation to contribute something back even if its just
publicity.

Is your government a giver or a taker from the community? 

Maybe a wiki page showing which governments have public sector use of
OOo, the extent and the extent to which they contribute to the project.
