The real issue is transparency. Its not so much about who decides and
how, but that all decisions are public knowledge. Charities and public
organisations usually publish their accounts and make it clear how the
money was spent. In the computer age, giving people the option to donate
to specific aspects of a project is not very difficult and neither is
publishing the accounts. Some people might be quite happy to just donate
without knowing how the money was spent and might donate whatever the
case but to maximise contributions, it's necessary to appeal to the
widest cross-section of people. I have contributed some money to OOo,
but I won't contribute anything else until proper transparent accounting
is in place. That is not because I think any financial impropriety is
taking place, just that a professional approach requires proper
financial procedures.
