The proposal is to discriminate against companies which have been
involved in illegal practices, offshoring, overseas tax shelters, poor
performance in past contracts, etc.
The actual bill is expected to be introduced next week.
I'm not entirely optimistic that this bill will pass. It's mostly an
election year bill designed to make a point. There are two things
driving this bill:
1. Michigan has been really hit hard with the bankruptcies and
subsequent loss of pensions from major auto parts manufacturers and
airlines.
2. It's a poke in the eye at Dick DeVos, the Republican running against
Granholm, for moving a large chunk of his operations overseas and then
claiming that he's "creating jobs in Michigan."
I doubt it will ever get out of committee.
