Ok after being digging through the OpenOffice.org site, I find that the maarten brouwers was the one to apply the change here (http://download.openoffice.org/source/browse/download/www/2.1.0/index.html?sortby=date). I also found that it was debated on the website project. My question here is if Website project. It was mention through this thread:

Also it was tested by other members such as cloph and had a testing site here: http://website.openoffice.org/tryouts/cloph/bouncer.html

So I take back my rant on 'cold implementation' however, I do want to wonder about the connection -- or disconnection between the marketing and the website project. Since mktng needs to connect to the other projects like NL and Arts to generate the correct awareness.

Am I mising something here?

This doesn't really get me a good feeling. It seems there are people that have green light to make decisions and some that just keep being rejected. AFAIK bouncer is a project that was just recently mentioned in the GULLfoss blog, however this implementation was neither voted or agree on being impleented. Yet we have it now without having passed through QA, peer review or whatever verification we have implemented at the moment.

This is a serious thing to take in account and needs to be traced back who did this modifications and what was the process to get it accepted/implemented and most important, who is the one in charge to mantain the application.

I am not bashing on the app, I personally think is a great idea, I am concern about the process and the responsibles. I am attaching the NL-Com ML since this seem to impact all localization distribution.
