I could imagine, that there might be possibilities to approve a warped original OOo logo - even if this approval will need very good reasons.
But your logo modified the position of the gulls and doesn't keep the rounded dots of the original logo. Even if the color can be corrected, I don't think that this logo can get approval to be used in public.
