Just to be clear about "binding".For a podling, "binding" might have some informal meaning but to formally release it needs 3x +1's from IPMC members. When/if someone outside the PPMC scans the email list, seeing these "binding" may get confusing.
So while the PPMC needs to act as if it were a full PMC, we need to keep the email trail clean.
(De facto, any PPMC -1 is going to get treated as "no consensus to release".)
