This concerns me...

I would have take PROJECT-1.0.jar to be a final version, not something that could 
change.

If I upload this over the top, other people who rely on -1.0 could then find different 
behaviour based on whether they had the old one / download the new one.

At the very least it should be called 1.0-dev or 1.0-snapshot


So, at this point, I won't be uploading it over the top until we determine the proper 
way forward.
