It occurs on java:compile and NOT on clean. Looking at the xdoclet plugin it has
<pathelement path="${plugin.getDependencyPath('xdoclet+xjavadoc')}"/>

So the bug is the plugin ? Does this mean that I don't need to specify dependencies 
for xdoclet ? I know I HAVE to specify SOME dependencies for xdoclet (jboss module, 
web module, etc) because it fails without them. It all seems inconsistent to me - what 
is the proper way of having a plugin ?
a). Insist that the user puts all the dependencies in
b). Code them in the plugin so the user only puts the main one in their project.xml 
(if at all)
c). Mix the 2, like xdoclet currently does

b). sounds the best to me. What is the best ?

Depending on your response I can raise this against the Xdoclet people if you prefer 
and we can close this. Thx for your efforts Dion.

Description:
I have the following dependencies in my project.xml
<dependency>
??? <groupId>xdoclet</groupId>
??? <artifactId>xdoclet-ejb-module</artifactId>
??? <version>1.2b4</version>
??? <url>http://xdoclet.sourceforge.net/</url>
??? </dependency>
<dependency>
??? <groupId>xdoclet</groupId>
??? <artifactId>xjavadoc</artifactId>
??? <version>1.0</version>
??? <url>http://xdoclet.sourceforge.net/</url>
</dependency>

I have installed the repository jars
xdoclet/jars/xdoclet-ejb-module-1.2b4.jar and
xdoclet/jars/xjavadoc-1.2b4.jar

When I try "maven clean" it finds the first of these, yet on the second it complains 
that it cant find xdoclet-xjavadoc-1.0.jar

If I add the line <jar>xjavadoc-1.0.jar</jar> to the second dependency it doesnt 
improve either ... still looking for xdoclet-xjavadoc-1.0.jar
