No, we are not tying the plugins to the core, that is the whole point.
If plugins work with 1.1 then at some point we will get the
compatibility markers in to say if they work with 1.0. At any rate the
plugins should not be considered as being tied to the core any longer. 

If an individual plugin team wants to branch or declare capatibility
(when it's available) or whatever they want to do.
