Is that an Maven 2.2.1 issue ? I'm not sure at the moment...It look like
Maven does not solve the dependency from the reactor....
With Maven 3.0.5, 3.1.1, 3.2.1, 3.2.2, 3.2.3
via
mvn clean verify
worked fine...
