I am strongly convinced that I should run install because of two reasons: + without install the site fails + the module "maven-integration-tests" links to surefire-setup-integration-tests/target/it-repo This means the ITs don't care about your M2 local repo, because the internal project repo is used when running "maven-integration-tests" and if the artifact does not exist then it must be loaded from M2 local.
At least I am not analysing historical things because they just work, and my reason of this release is to release code fix, not the environment which was not modified. We sell the libs and not an internal environment.
