Declaring a dependency with <type>test-jar</type> causes Maven to
download a different JAR file. So I assumed that it was a general
behaviour. However looking at the link you provided [1], it seems to be
because this particular type causes the addition of an implicit
<classifier>tests</classifier>. Thanks for correcting me.
So it seems that the <usage> element proposal could be retrofitted in
<type>, as you suggest.
