I'm considering writing a maven plugin to handle database usage, basically it would enable failing if a database/table does not exists
creating a database executing sql
Is there any effort on this I can help on?
If not, and I coudl I submit a patch for a hole new plugin?

There is nothing wrong with adding a whole new plugin in JIRA. That said I think it would be easier for all if you added this plugin to the maven-plugins.sf.net project.
I don't know what the new strategy with the new maven-plugins-sandbox is.
