We only take on plugins, sandbox or otherwise, who have a champion who is an
Apache committer already, to avoid plugins getting taken in and promptly
dying a neglected death.

You are welcome to submit the plugin maven-plugins.sf.net, as there is a
lower bar of entry there, but you will still need to prove to that community
that you are able to capably look after the plugin after it is submitted and
play well in that CVS repo.
