GitHub can be a pain with all the email it generates. However, I would think 
Maven would be the perfect project to use discussions and issues. Every maven 
plugin would have its discussions in its repo so following along with areas one 
is interested in could be much easier. This list would still contain general 
discussions and votes. I might also suggest that since announcements have their 
own email list they don’t need to be sent to the dev list.
