you are allowed to enhance plugins to be inter maven modules if you
want - tycho does it for years
it adds layers of complexity compared to a support offered directly by
javac, and probably not the same level of performance. Some may argue
that multi-modules also put more complexity on the plugin side. I
recognize that. But as said in previous email, this feature is
*optional*, and whether the plugins used by a project are compatible
with multi-modules is a criterion for developers in their decision to
use multi-modules or not.
