Thanks for creating such a list. With large and much anticipated
releases like these, I think it's good to have a plan so we will not
forget the less-obvious things.
As a point to consider, would it make sense to contact ASF Infra
upfront? As far as I know, they administer some Jenkins build machines.
If so, they might want to equip those with the upcoming Maven 4.
