Not all issues are created equal.There are things we can add later if
we don't have them now, but more important are the things we can't
change after we ship them. That includes essentially all public API.
Better not to have it at this stage than to have the wrong thing, and
we have way too many of the wrong things in the Maven 4 codebase. A
lot of this is fix it now or live with the pain for likely as long as
Maven exists or we do, whichever comes first.
