Since jars forJAX-RPC 1.1 are not available in the central repository, the POM
at http://www.ibiblio.org/maven2/javax/xml/jaxrpc/1.1/jaxrpc-1.1.pom should
contain the downloadUrl http://java.sun.com/xml/downloads/jaxrpc.html in
distributionManagement, so that m2 can display it along with installation
instructions.
