Assembly task does not include dependencies

I have a multi module project, with the parent pom doing the actual assembly.
The parent pom.xml does not have any direct dependencies, only those through
the individual modules.
None of the dependencies are included in the assembly.
However by including one of the dependencies with default scope in the parent
pom.xml, all dependencies are included in the assembly.
