I think you misunderstood my point. It was not at all about opening
issues. In brief, I want to be able to set a fix for version (eg because
somebody attaches a patch, or to set up a roadmap) without having to
assign the issue (eg because I don't have time right now to test the
patch, and I don't want to deter anybody else from taking a look at it).

I was not talking about forcing an assignee on issue creation but on issue
close (but I don't know how easy or possible this is with Jira). Same thing
for "fix for".
