Regarding the scm tag, only warnings are produced from them, as what
brett stated in his doc standard email.

In the check for the scm tag, an error is reported if *all* children
are missing. Shouldn't that be if *any* of the children are missing?
I think connection is required, URL highly recommended, and the rest
are optional.
But I thought I struck this from the requirements (or made it
optional/configurable) since some plugins might not have a public SCM
at all?
