[VOTE] Release Maven-SCM 1.0-beta-4

Hi

I'd like to release 1.0-beta-4.
We have 41 issues fixed in it since April 2006, and lot of them fix some pb in 
plugins that use Maven-SCM (release, changelog plugins and continuum)
