I don't want to burden repo1 too much. Granted, I have an interal cache
using DSMP, so the actual load would be minimal. Still, every now and
then, I have to flush the cache and populate it again.

It's time for a P2P mirror infrastructure in the internet where you
register a service (org.apache.maven) and every node of the mirror web
will sync it. For the client, there must be a service to get the three
closest mirrors and a simple way to download from them. That would be
great :-)
