I think they are two separate issues :)
With 'catalogs at group level' it will be more complex and finally
ends up
as a 'provide a list of artifacts with given packaging type' and
some metadata
about it.
Yeah - I'm not sure it's worth the extra complexity (you'd then get
into doing an equivalent to plugin groups also) - was just a thought
for if it would be better for consistency or not.
