I've take a look into the RAT plugin for Maven which
in some point is exactly trying to do what i already started longer time
ago with the Maven Livense Verifier Plugin[1] which is already in Maven
Central...

We'd like to support projects that use alternative approaches but it's
be great if Maven support were really smooth. The plugin more-or-less
works now but is going to need polish and we've going to need advice
on best practice for integration.
Are people interested in jumping onto the rat-dev list and getting involved?
