Update: I have tests for caching, no caching, extraction, no extraction, some
mixed flags, cache GC. Currently working on a test for slave recovery of the
fetcher cache. When done, I will post a patch for MESOS-336 for the whole
enchilada, to replace this preview patch: https://reviews.apache.org/r/21316/
