METRON-1173: Fix pointers to old stellar code

    ## Contributor Comments
Stellar was moved out from metron-common, but some READMEs still point to
the old location. This fixes any related documentation that I could find.
Note that I kept any pointers to metron-common#stellar-language, as it
currently exists in both places.
