Initial commit for time-range selection for search
## Contributor Comments
This PR adds a time-range selector for search bar in alerts-ui. The
time-range selectors have the following features
- The time range selector is present next to the search box in the UI
- The default value for time-range selector is epoc start to the year 2100
- Selecting the time-range button shows the options to select a 'Time
Range' or select 'Quick Presets'
- Quick Presets allows you select fixed presets
- Time Range option shows a date time picker where users can select date
and time to query for alerts
- Selecting a preset or selecting the 'APPLY' button on Time Range would
hide the pane and trigger search
- The Date Time Button next to search button shows the selected time range
and the time range that is used for the query
- If user click's on timestamp on the table or enter a timestamp in the
search query the Time Range selector is disabled and the selected value is not
used in search


## Testing
- Launch the UI on full-dev or any other platform, all the above
functionality can be tested on it
- E2E tests are available for testing the UI
