I excluded Incubator only because I thought (and most projects are) that it was for already existing projects being donated to the ASF. Most procedures in the Incubator are related to the licenses/grants of contributed code and to make sure there is a community interested in the contributed code. In this case we are trying to build something new, so there is less legal/community problems: if we don't have enough community we won't be able to create something working, so the sandbox will die with no side effects. It seems to me that Incubator is a bit "oversized" for the dns effort: but I think that this choice is a MINA PMC choice, and I read you already discussing this, so I will just wait :-) Thank you, Stefano
